Scott A. Stengel is a partner resident in Washington, D.C., and he supplies expertise in matters involving insolvency, bank regulatory, corporate and commercial law. In addition, he advises on matters that implicate risk management and compliance and on legal issues raised by the application of accounting standards on financial assets and derivatives. He also has played an active role in the development of covered bonds in the United States and has served as outside counsel to the American Securitization Forum’s Covered Bond Task Force.
Mr. Stengel has represented clients both in general commercial litigation and appeals and in domestic and cross-border transactions (including capital markets, derivatives, project finance, mergers and acquisitions, venture capital, public finance and real estate transactions).
He has testified before the Senate Judiciary Committee on bankruptcy and housing issues and has written and spoken extensively on a broad range of matters affecting the capital markets.
